What the Rules Actually Require
Most owners and more than a few contractors first hear about these rules when a project is already scheduled. Here’s the short version.
Demolition: inspect, then notify
Oklahoma DEQ’s Air Quality Division administers the asbestos NESHAP statewide. Covered buildings — commercial, industrial, institutional, and residential with more than four units — must be inspected for asbestos before demolition, and DEQ must be notified at least 10 working days before work begins. The survey identifies asbestos-containing materials so they’re handled properly before the machines arrive.
Renovation: thresholds matter
Renovation notification kicks in when the job disturbs regulated asbestos-containing material above the thresholds — 260 linear feet on pipes, 160 square feet on other components, or 35 cubic feet. Below that, no notice; above it, the 10-working-day clock applies. The only way to know which side of the line you’re on is a survey.
Single-family homes: the honest answer
A standard single-family house demo usually isn’t federally covered — unless it’s part of a commercial or public project, like redevelopment or a road job, in which case NESHAP applies in full. Either way, the landfill still has rules about asbestos debris, your demo contractor still has worker-safety obligations, and unidentified ACM still turns cheap debris into expensive debris. Most demo contractors here want the survey regardless.

Every so often someone asks whether they can just start demo and deal with it later.
