Pre-Renovation & Pre-Demolition Asbestos Surveys

Before a regulated building comes down anywhere in Oklahoma, the federal asbestos NESHAP requires an inspection — and DEQ requires notice at least 10 working days before the work starts. We deliver the survey, the lab data, and the paperwork trail that keeps your project legal and moving.

What the Rules Actually Require

Most owners and more than a few contractors first hear about these rules when a project is already scheduled. Here’s the short version.

Demolition: inspect, then notify

Oklahoma DEQ’s Air Quality Division administers the asbestos NESHAP statewide. Covered buildings — commercial, industrial, institutional, and residential with more than four units — must be inspected for asbestos before demolition, and DEQ must be notified at least 10 working days before work begins. The survey identifies asbestos-containing materials so they’re handled properly before the machines arrive.

Renovation: thresholds matter

Renovation notification kicks in when the job disturbs regulated asbestos-containing material above the thresholds — 260 linear feet on pipes, 160 square feet on other components, or 35 cubic feet. Below that, no notice; above it, the 10-working-day clock applies. The only way to know which side of the line you’re on is a survey.

Single-family homes: the honest answer

A standard single-family house demo usually isn’t federally covered — unless it’s part of a commercial or public project, like redevelopment or a road job, in which case NESHAP applies in full. Either way, the landfill still has rules about asbestos debris, your demo contractor still has worker-safety obligations, and unidentified ACM still turns cheap debris into expensive debris. Most demo contractors here want the survey regardless.

One program, one form

Unlike states with a patchwork of local air districts, Oklahoma runs one statewide program: DEQ Air Quality, Form 100-960, same rules on both the Tulsa County and Wagoner County sides of Broken Arrow. DEQ even keeps a regional office in Tulsa. We prepare the notification and keep the timeline straight.

Who Orders These Surveys

Homeowners, contractors, and investors — usually at one of these moments.

Full Teardowns

House, garage, or commercial structure coming down. The survey is the first step — before the demolition contractor mobilizes and before the City of Broken Arrow permit process starts.

Major Remodels

Kitchen and bath gut jobs, wall removals, whole-house renovations of pre-1980 stock. If it disturbs original material, it needs to be characterized first.

Storm-Damage Rebuilds

Tornado, hail, and wind damage across the Tulsa metro puts restoration crews into pre-1980 ceilings and walls on a deadline. The survey tells them what they’re handling and keeps the insurance file clean.

Additions & Shelters

Room additions, garage conversions, and storm shelter installs cut into original slabs, walls, and ceilings — all era materials in older Broken Arrow homes.

Investor Flips

Before the rehab budget is set, the asbestos question needs an answer — it changes demo scope, disposal cost, and schedule.

Contractor Compliance

GCs and demo contractors who need a fast, permit-ready survey from an independent firm — with the DEQ notification prepared alongside it.

What You Get

A survey that does its one job: getting your project approved and protecting everyone on it.

Site survey

AHERA-accredited inspection of the structure — every suspect material identified and sampled, room by room, roof to slab.

Accredited lab analysis

Every sample analyzed by an accredited laboratory. Rush options when your schedule demands it.

Permit-ready report

A written survey report formatted for what DEQ, the city, and your demo contractor actually want to see.

Notification paperwork

We prepare the DEQ notification (Form 100-960) and walk you through the 10-working-day timeline — so you can schedule trades around it instead of being surprised by it.

The Cost of Skipping the Survey

Every so often someone asks whether they can just start demo and deal with it later. Here’s what “later” looks like: stop-work orders, DEQ enforcement, contaminated debris that only certain approved landfills will accept — at multiples of the clean-debris rate — and a paper trail that follows the property. A survey is one visit and a lab report. The alternative is a project frozen at its most expensive moment. If your structure predates 1980 — and in the older parts of Broken Arrow, most do — the survey isn’t the obstacle. It’s the fast lane.

We survey structures across Broken Arrow, Tulsa, Bixby, Jenks, Coweta, Owasso, Catoosa, Sand Springs, and Wagoner.

Frequently Asked Questions

Is an asbestos survey required before every demolition in Broken Arrow?
For commercial, industrial, institutional, and larger residential buildings — yes, inspection before demolition is a NESHAP requirement, plus DEQ notification. For a single-family house it depends on the project’s purpose, but contractors and landfills usually want the answer anyway. Call us with the address and we’ll tell you exactly what your project needs, free.
How long does the survey and notification process take?
The survey itself is typically one visit, with lab results in a few business days (rush available). When DEQ notification applies, the 10-working-day clock runs before work starts. We help you sequence it so the clock runs while you handle other pre-construction items.
My contractor says he doesn’t need a survey. Is he right?
If the building is NESHAP-covered, no — the inspection requirement is federal law, administered by DEQ, and it’s your property on the enforcement paperwork. If it’s a single-family home, he may be right about the legal floor and still wrong about the smart move. A quick call with your project details will settle it either way, free.
What if the survey finds asbestos?
Then it gets handled before demo or renovation proceeds — abatement by an Oklahoma-licensed contractor, followed by clearance testing. We can coordinate the abatement, and because we don’t perform removal ourselves, the finding isn’t padded to sell you anything.
Do you work with demolition contractors directly?
Constantly — many of our surveys are ordered by GCs and demo contractors who need permit-ready documentation fast. We speak contractor and we hit schedule dates.
